Simultaneously, banking organizations, including the American Bankers Association, have pushed for revisions to Section 404, arguing that current provisions on stablecoin rewards could unfairly siphon deposits from traditional lenders. Even if these disputes are resolved, the bill faces a steep path to the 60-vote threshold required to clear a Senate filibuster. With the Senate not returning until September 14, the legislative window is rapidly narrowing ahead of midterm election priorities. Following the White House gathering, the CFTC is scheduled to host its inaugural Innovation Advisory Committee meeting on August 20, where members will further dissect the regulatory landscape for digital assets and AI.
