Beijing Targets Digital Assets in New Anti-Corruption Directive

China’s Communist Party has launched a renewed campaign against official corruption, explicitly identifying virtual currencies, blockchain technology, and cross-border capital transfers as primary channels for illicit activity. The directive, formalized on October 29, demands that investigators track assets concealed through digital intermediaries and modern financial networks.

Beijing Targets Digital Assets in New Anti-Corruption Directive

The resolution, adopted at the Fifth Plenary Session of the 20th Central Committee, focuses on the intersection of public office and high-tech financial evasion. Rather than targeting general cryptocurrency trading—which remains prohibited under existing mainland regulations—the party is directing its oversight at officials who utilize digital assets, internet-based transactions, and offshore arrangements to mask bribes or move stolen wealth. The document calls for a comprehensive overhaul of supervision, tasking agencies with building big-data platforms capable of monitoring the exercise of public power.

Investigations will prioritize the recovery of assets transferred abroad and the identification of intermediaries who disguise illegal payments as legitimate business. The mandate extends beyond the officials themselves to include their family members and business associates, specifically targeting government-business collusion. This push for stricter enforcement follows recent high-profile cases, including the prosecution of former China Securities Regulatory Commission official Yao Qian, who was accused of accepting 2,000 ETH in exchange for regulatory favors. By integrating these digital channels into its anti-corruption framework, Beijing is signaling that the anonymity historically associated with virtual assets will no longer provide a shield for public servants seeking to bypass traditional banking oversight.
