The Texas Panhandle facility released approximately 900 pounds of sulfur dioxide from its East Flare over a seven-hour period, surpassing the state's permitted limit of 500 pounds.

The 159,688-barrel-per-day refinery, a key supplier of transportation fuels to Colorado, New Mexico, and the broader Midcontinent region, reported the incident to the Texas Commission on Environmental Quality on Wednesday. The emissions occurred during an operational disruption that affected the facility's extensive array of processing units, which include crude distilling, fluid catalytic cracking, and hydrodesulfurization.

While the refinery remains a critical node for fuel distribution in West Texas, the filing indicates the flare system was utilized to manage the process imbalance. The release exceeded established environmental thresholds, marking a notable deviation from standard operational parameters at the site.
