ECB Targets 2029 for Digital Euro Launch to Secure Payment Sovereignty

Drawing parallels to energy and defense vulnerabilities, the European Central Bank is fast-tracking a digital euro to reclaim control over regional financial infrastructure. Executive Board member Piero Cipollone confirmed plans for a 2027 pilot, aiming to diminish heavy reliance on non-European card schemes that currently dominate digital transactions.

The initiative seeks to provide a domestic alternative to international payment providers, which currently facilitate two-thirds of online card payments in Italy. Cipollone argues that this dependency leaves European merchants vulnerable to high processing fees, often four times greater for small businesses than for large corporations. By introducing a standardized European option with regulated fee caps, the ECB intends to foster competition and reduce costs across the eurozone.

Preparations for a 12-month pilot program are already underway, involving 36 selected payment service providers and 19 national central banks. This phase will test real-world functionality, including offline payment capabilities that allow transactions between devices without internet connectivity. While the digital euro will feature wallet holding limits to preserve financial stability during periods of market stress, users can link bank accounts to facilitate larger purchases. The final issuance remains contingent upon legislative approval, which the bank expects by the end of 2026, setting the stage for a potential public rollout in 2029.
